The Clean Fleet and EV Infrastructure Program evaluates the County-owned fleet for electric vehicle and clean fuel conversion opportunities. This process includes conducting research, data collection, and analysis regarding County fleet assets and infrastructure. A fleet transition plan being conducted in partnership with MWCOG is anticipated to be finished in 2023. DEE staff is also completing a community-wide Electric Vehicle Readiness Plan in partnership with MWCOG to assess the current and future needs of the county and develop an electric vehicle (EV) charging infrastructure readiness strategy. This plan shall serve as a roadmap to accommodate anticipated needs of county residents, workforce members, and visitors as transportation options transition from reliance upon conventionally fueled vehicles to electric vehicles. The Building Energy and Resiliency Program coordinates with multiple departments to reduce the energy use of facilities and to identify key resiliency needs for multiple sectors within County operations. This program includes supporting the implementation of energy efficiency projects and managing feasibility studies of microgrid and distributed energy generation. The Department identifies opportunities for efficiencies and cost savings as it collaborates with other Divisions to modernize County energy data management procedures. In the community, this program promotes the Commercial Property Assessed Clean Energy (C-PACE) financing program for businesses. The Power Saver Retrofits program makes energy-conserving home improvements accessible to low- to moderate-income households. This innovative program was recognized with the 2022 MWCOG Climate and Energy Leadership Award for Equity in recognition of its work with community leaders and non-profit partners to increase participation and diversify audience engagement. In addition, the Department researches long-term solutions for using renewable energy to power County operations.

This work is regulatorily structured under the National Clean Water Act and administratively enforced by the State of Maryland under the National Pollutant Discharge Elimination System (NPDES) permit program. The State of Maryland issues two permit types to Frederick County to ensure it is abiding by the Clean Water Act: the Municipal Separate Storm Sewer System (MS4) permit and a General Permit for Discharges from Stormwater Associated with Industrial Activities permit (20-SW).
