Division of Energy & Environment ! " # $ into the Division of Energy and Environment (DEE). DEE was created to & ' ! ( ! emergency mobilization efforts, to protect citizens and waterways from climate-driven flooding, and to monitor and restore the health of our watersheds. The growth of the agency has allowed DEE to increase $ ) $ ! ' ! ) ; better address regulatory requirements and government accountability; expand services to the community; * efforts towards equity and inclusion. The Division is organized into the Department of Climate and Energy and the Department of Stormwater . Department of Climate & Energy + * ) ! ! , $ # & )) $ ! $ greenhouse gas (GHG) emissions in accordance with local, state, and federal targets. This work also increases Frederick Count energy independence, provides economic opportunity and technological advancement, improves the resiliency of County operations, $- ! ) ) ) bond ratings. To achieve its goals, DEE structures its climate adaptation and mitigation efforts around the following initiatives:
· Climate and Energy Action Plans (CEAP); · Clean Fleet and Electric Vehicle Infrastructure; · Building Energy and Resiliency; · Clean Energy Procurement.
Two CEAP phases are $ ! ! ! $ " $ $ $ emissions 50% by 2030 and 100% by 2050. These goals are consistent with the State and Metropolitan Washington Region targets. Phase one of this project target ' ) and is being completed in partnership with the Metropolitan Washington Council of Governments (MWCOG) with anticipated release in 2023. Phase two will address community-wide emissions reductions with the planning process beginning in 2023 in coordination with the City of Frederick. DEE staff are tasked with CEAP implementation and tracking to meet its goals. The CEAP includes greenhouse gas emissions inventory baselines, business as usual projections; a plan to mitigate these emissions; a Climate Risk and Vulnerability Assessment; and a Resilience Plan.
