Capital Project Description: Beginning in July 2019, a portion of the impact fee collected on new residential dwellings includes dedicated funding earmarked for the purchase of buses, as the bus fleet must increase due to increased student enrollment. The expansion of the bus fleet due to growth using impact fee revenue is made through the capital budget. Other routine bus replacements, due to age or excess mileage, is made through the operating budget through the bus replacement cycle. Impact fee revenue may not be used to fund routine bus replacements or the bus replacement cycle. Impact fee revenue may only be used to purchase buses when the overall bus fleet must expand due to growth. In FY23, FCPS has requested five additional buses to expand the fleet, to be funded with impact fee revenue, in order to address increased enrollment system wide.
