Capital Project Description: The Board of Education of Frederick County (BOE) needs to acquire land to support providing adequate and efficient facilities for bus parking, bus maintenance, driver training, and transportation administration. Most of the Transportation Department services are provided at the Hayward Road Annex at 7446 Hayward Road in Frederick. The current Frederick County Public Schools (FCPS) bus garage operates with 140 buses per bus bay, which is four times the average local educational authority ratio of 35 buses per bay. The number of buses is expected to increase from approximately 445 to 525 buses over the next 20 years, so existing capacity issues are likely to worsen over time. Based on the planned building specifications and site layouts, the project requires 15-22 acres of land to provide the needed services in one or more locations. There is a minimum of 15 acres needed in a single location to support the approximately 43,000 interior square feet of maintenance facilities, office space, and bus parking needs.
