Capital Project Description: The County's Rubblefill Landfill was closed and capped in the late 2000's. The cap design incorporated an approximate 4.5 acre compost pad to manage the County organic wastes and create mulch and compost products that would be available to customers. As part of that capping process an asphalt milling surface was placed for the organics management. Overtime, the millings surface has deteriorated and necessitated numerous large patch and repairs. At this point in time, the surface is such that it needs complete replacement. This includes design/inspection (as it sits on an old rubblefill) and construction with a more durable asphalt surface. Engineer estimates for the construction range from $2.3M - $2.9M, with anticipated revenue of $500k from State grant funding and differed Authority revenue of $925k as partial funding sources.
