Division of Family Services Building a Better Community Together

The Division of Family Services supports children, youth, and families in Frederick County through direct programming, resource connection, and human services system planning. The Division includes the Family Services Administration, Family Partnership, and the Child Advocacy Center. Family Services Administration The Division, through the Family Services Administration office, develops and builds on community partnerships and collaborations to bring additional resources to our community and leverages existing funding that supports programs to increase child and family resiliency and improve wellbeing. Through this collaborative approach, the Division promotes a more efficient, effective, and integrated system of care that enhances the quality of life for all. Taking a client-centered and family-focused approach, and using a health and racial equity focus, the Family Services Administration office aligns program priorities with local community data and reports to inform decision making. Using evidence-based and research-informed practices, the Division delivers and coordinates programming that prioritizes historically disinvested and vulnerable populations. By maintaining a robust monitoring and evaluation process the Division ensures quality programs and service delivery, and provides data to determine cost and client outcomes. The Division’s strategic program priorities, as prioritized by the Local Management Board in the 202 4-2026 Community Plan for Frederick County are:

· Communities are Safe for Children, Youth, and Families · Children Enter School Ready to Learn · Families are Economically Stable · Youth have Opportunities for Employment and Career Readiness

These program priorities are also included in the State of Maryland’s Children’s Cabinet Child Well -Being Results which use a Results-Based Accountability framework to identify, evaluate, and develop the programs and strategies needed to address local community needs and provide resources for children and families. The Division’s work on these priorities is guided by the Frederick County Local Management Board (LMB) and is informed by the LMB’s 202 4-2026 Community Plan. Each county in Maryland is legislatively required by the State of Maryland to have a Local Management Board operating with the focus of improving well-being results for children, youth, and families. The Frederick County LMB is composed of both private and public members. Private members can include parents, business leaders, private providers, and other citizen representatives. The Division is devoted to ensuring active participation of community members with firsthand experience in decision-making regarding the programs that the LMB funds from State and other resources.
