Capital Project Description: This project would address Building Energy Performance Standards for buildings over 35,000sf to meet regulatory requirements created by Maryland ’ s Climate Solutions Now Act, building conversions to electric, grant cost shares for energy efficiency projects, project cost differentials for more energy efficient equipment, especially where operating cost savings will be seen. Includes installation of power meters, variable frequency drives, lighting upgrades and other technology. Frederick County would begin paying in 2030 under BEPS for 10 regulated buildings; state withdrew and has not approved a final structure for fines at this time; however this is our best estimate. The Divisions of Finance, Accounting, Procurement, Budget, and Energy and Environment are part of a cohort with the Metropolitan Washington Council of Governments to implement climate into decision making about county budgets; building energy performance is the key goal for FCG.
