Division of Solid Waste & Recycling
The Division of Solid Waste & Recycling is responsible for the planning, design and management of the County’s solid waste management system and programs. The Solid Waste facilities are open to County residents and accept all solid waste except hazardous materials, pathological (medical) wastes, and scrap vehicles. The County’s primary disposal facilities are located at its 529-acre Reichs Ford Road Landfill property, which includes the Site A landfill, Site B landfill, yard waste collection and processing sites, the Processing and Transfer Station, and the Recycling drop-off center. The Site A landfill ceased operations in 1997 and its closure was completed in 1998.
The Division provides a solid waste disposal infrastructure and its allied waste reduction and recycling programs. A Solid Waste Fund operates as a separate, self-supporting Enterprise Fund to ensure financial sustainability of this fundamental public service. Management of the County's Solid Waste & Recycling services include: monitoring the original, closed Site A Landfill and management of the current operating Site B Landfill, operation of the County’s Processing and Transfer station, oversight of the curbside recycling program, operation of a recycling drop-off center, operation of the yard waste processing site, coordination of numerous waste-oil recycling centers, management of the Frederick County Government Office Recycling Program, and provision of other waste management programs and services, including twice-yearly household hazardous waste drop-off events. Private contractors collect solid waste in all the County's election districts and local municipalities except in Frederick City, which employs their own collection crews. The County’s residential Recycling Program includes curbside recycling collection for all individual single family residential properties, one drop- off center location at the Reich’s Ford Road landfill and two-yard waste drop-off sites with mulching/composting operations.
