14 Funding to support Frederick County becoming a Loan Fund Manager. The requested funding is a one‐time request to cover the initial expenses to submit a successful application to become a loan manager with the intent of supporting small, minority and women‐ owned businesses.

15 Fire Marshal: Two (2) Fire Inspector Lieutenant positions to provide fire, life safety, and other code enforcement and investigative activities. To offset the expenses for expanding inspections and investigations, a fee for service system will be implemented starting January 1, 2024. Revenue from inspection fees, projected to be $170,000 annually, will help support the cost of these two additional inspectors. 16 Administrative Services: One (1) Apparatus Captain position for oversight of the County’s fleet and to maintain DFRS fleet vehicle replacement schedule, develop specifications for replacement apparatus, have oversight of the vehicles in service for readiness, and be responsible for the contract management of vehicle purchases and up fitting. 17 Operations: Six (6) new Firefighter I positions to provide daytime staffing for the Wolfsville Fire Station. This change will require 2 position upgrades to include one (1) Captain and one (1) Technician for the Division to allow for the appropriate supervision. 18 Operations: One (1) EMS Captain/Medic position to provide direct oversight of the Mobile Community Health (MCH) Program and supervision of its employees. 19 Fire/Rescue Training: One (1) Training Instructor Captain position to assist with In‐Service Program oversight, structuring, and development. This position would be responsible for scheduling of Academy‐sponsored courses, continuing education, and oversight for additional education. 20 Operations: Three (3) new Firefighter I positions to provide daytime 2nd Ambulance staffing to the New Market District Volunteer Fire Company due to call volume increases. 21 Operations: One (1) Quality Insurance Captain position to provide direct oversight of the Quality Assurance/Quality Improvement (QA) Program and supervision of employees. This position will help ensure regulatory compliance and improved emergency response and patient safety, while providing leadership and team support, data analysis and faster adaptation to Division and community needs.
