Education and Workforce Development Frederick Community College
1 Request includes funding toward additional credit and non‐credit adjunct faculty, and clinical instructors for healthcare programs, plus investments to attract and retain talent and honor negotiated agreements. All final allocations will be made by the FCC Trustees. 2 Establish a Youth Apprenticeship Program in partnership with Frederick County Public Schools (FCPS) to provide high school juniors and seniors a paid work‐based learning experience. Students will be under the guidance of a skills mentor and focused on a specific set of career skills and knowledge. 3 Request includes funding to recruit and retain staff, respond to enrollment growth, provide additional resources for students, and address inflation. All final allocation decisions will be made by the BOE, subject to negotiations. 4 Operations: One (1) Branch Services Manager position to provide operational support to public‐facing staff and ensure equitable, inclusive service to County residents. 5 Operations: Increase the materials funding formula by $2 per capita to help meet rising costs, demand for digital collections, and build a more inclusive collection while reducing hold lists. (Note: increase is for $1 per capita) 6 Additional funding for professional development for staff to enhance and expand their workforce development skills. 7 Subscription for Grants Management software to increase potential for future grant funding, and expansion of Labor Market Analytics software to access additional features within this tool. 8 Additional Customer Training and Supportive Service funding to serve customers (job seekers, youth and businesses) who do not meet the eligibility requirements for grant funding. 9 Funds for sign and language interpretation services due to an increase in the number of non‐native English speaking and deaf/hard of hearing customers. 10 One (1) Senior Business Development Specialist (Technology) position and three (3) Business Development Specialist positions to support the increased volume of projects, to create a sustainable organizational structure, and to increase capacity for business recruitment to attract more businesses to locate in Frederick County. (Note: one Business Development Specialist position funded) 11 Inflationary increase for existing programs and funding to implement an expanded business development plan to market Frederick County as an ideal location to start, locate or expand a business.
