This project will improve portions of Elmer Derr Road and Cap Stine Road and construct a new alignment consistent with the proposed major arterial shown in the Comprehensive Plan. The project will connect the Mount Zion interchange on US15/340 with the Ballenger Creek Pike/English Muffin Way roundabout. The project includes construction of on-street bike lanes, geometric improvements, drainage improvements and other safety upgrades to meet current standards for an arterial roadway. Provision of a more direct link between US15/340 and the Ballenger Creek Pike corridor is believed to have the potential to reduce traffic volume on area roads, including the existing alignment of Elmer Derr Road and Cap Stine Road. The 2022 ADT on Cap Stine Road is 2,020 vehicles per day and the 2022 ADT on Elmer Derr Road is 3,841 vehicles per day.
