Frederick Community College The Frederick County Comprehensive Plan does not directly address Frederick Community College (FCC) facility needs. The College has a Master Plan which projects campus needs over a long term period. The FY 2026 – FY 2031 capital improvements program needs are based on the College’s ten -year Facilities Master Plan which was completed in June 2023. · Health Education and Athletics Center (Bldg D Renovation/Addition) – Renovates a portion of the Athletics Center (Building D) and adds a single-story addition (43,356 GSF). The project focuses on athletic performance activity areas, athletic department support areas, fitness facilities, general-purpose classrooms, specialized state-of the-art laboratories, support spaces and offices. When completed it will provide academic spaces for health sciences, workforce development and community education, and athletics. Funding for construction is scheduled in FY31 and the out years. · Campus Services Building – Replacement of the existing Plant Operations building with a new building with offices and shops plus a storage building located outside the academic core of the campus. Functions will include plant services, workshops, offices, repair spaces, college-wide receiving, mail services, and storage, with functions housed in the former location distributed throughout the campus, as needed. Funding for construction is scheduled in FY26 and FY27. · Innovation and Technology Center – Renovates 30,245 GSF of Catoctin Hall and includes a two-story building addition. Functions include science and biotechnology labs, an innovation center serving the FCC community and other entrepreneurial initiatives, instructional spaces for STEM programs, offices, a lecture hall, and support spaces. Additional academic space will allow for the expansion of workforce development programs. The County funding for construction is scheduled in FY27-FY30, with State funding anticipated for FY27.

· Technology Upgrade – Funding is in every fiscal year FY26-FY31 for upgrades to PeopleSoft Student, HR and Finance software systems.

· Classroom Technology Upgrades – Provides funding to upgrade classroom technology in buildings not being totally renovated. Funding is in every fiscal year FY26-FY31.

· FCC Systemics – Renovations to maintain buildings and grounds. Funding is in every fiscal year FY26-FY31.
