Solid Waste
The Solid Waste CIP projects are funded through a self-supporting enterprise fund. In addition, the Division of Solid Waste & Recycling can issue Enterprise Bonds for large projects. Both revenue sources are the result of user fees and tipping fees paid by the public. Frederick County has only one publicly owned and operated solid waste disposal facility, which is located on Reich’s Ford Road.
x Leachate Treatment/Office Facilities Rehabilitation – This project will rehabilitate and repurpose the unused Leachate WWTP located on the Landfill site. Construction funding is scheduled for FY27-FY28 x Transfer Station Project – This project will make safety improvements to the Solid Waste Transfer Station. Construction funding is scheduled for FY26 x Transfer Station Floor Repair – This project will resurface half of the transfer station floor. The other half was previously resurfaced in FY22. Construction funding is scheduled for FY26-FY27 x Leachate Tank Replacement & Cleaning – One of the four leachate tanks has a hole that has been patched. The tank needs to be replaced to remain functional. The other 3 tanks need cleaned. Funding is scheduled for FY27 x Expansion of Composting Operations – The Division of Solid Waste is looking to expand composting operations. Funding is scheduled for land acquisition for this expansion in FY26
