Division of Human Resources The Frederick County Division of Human Resources is responsible for supporting prospective, current, and past employees throughout their employment journey. We proactively and creatively source new talent, support new employees’ application and hire, maintain, and enrich our employee benefits, administer HR policies and practices, resolve employee issues, promote effective performance review and feedback, and champion employee growth and advancement through training and development. We support our employees through and after their retirement from County work. Through all these functions and stages, we always work with an eye toward our key values of diversity, equity, inclusion,

sustainability, and accountability. Human Resources strives to develop policies and solutions that are fair and consistent, that are efficient and use resources responsibly, and that will be scalable and sustainable as our County grows. None of this is possible without strong employee talent. The recruitment and selection of high-quality candidates is supported by careful workforce and position planning, strategic and inclusive recruitment, a fair selection process, and efficient onboarding. To attract talent, we work to effectively promote the many benefits of County employment and of our Frederick County community.

Likewise, County work cannot happen if we do not retain our valued employees by providing a positive employee experience. This is supported by nurturing effective leadership skills, continuing to offer competitive wages and benefits, providing the opportunity to learn and grow, seeking and valuing employee feedback, and encouraging strong communication between employees and management. HR seeks to continually improve our understanding and proactive support of our many County operations and to serve as a strategic business partner to our divisions and departments. Through early and strategic involvement in County initiatives, HR helps leaders ensure that the right people are equipped to do the right work, in the right way.
