114 New vehicle to help the department with outreach events and field productions. (Note: 1‐time vehicle purchase to be funded with existing funds) 115 One time costs for a communications audit for evaluating existing practices of County wide communication and to develop a strategic plan. 116 One (1) Video Tech Bilingual position for editing Spanish video and assisting with the second control room with real time production. 118 Increase translation services costs due to the increase to translate County wide materials. 119 One (1) Social Media Affairs Specialist position to assist with conveying information to the public on social media platforms. 120 One (1) Director, Grants Management position and one (1) Grants Administrator position to establish a new Grants Management Department to provide a centralized grants management function within Finance. 121 Frederick County is working on several initiatives with McAllister & Quinn based on the variety of Federal grant opportunities available. This funding will allow for the continuation of this relationship and position Frederick County to seek funding opportunities not normally part of its purview. 123 One (1) HR Administrator I position to address the County’s growing Employee Relations needs. This position will also handle Performance Management (the employee evaluation cycle) and assist with developing best practices policies, to address issues and for the County to move to a proactive approach to best supervisory practices. 124 One (1) HR Analyst I position to focus on training and to assist with the Learning Management System (LMS) administration and updates, assist with scheduling and tracking of trainings, and to provide general support to the Training Manager. 125 One (1) Administrative Specialist I position to provide administrative support to the HR team. This position will support project work such as new hire orientation, effectuating broad HR communications, and assisting with the transition of the file room to electronic personnel files. 126 Convert a PT non‐benefitted Administrative Specialist position to one (1) FT Human Resources Analyst position to enable recruitment to move to a new service delivery model. 127 Establish a health care clinic for employees and their spouses/dependents, and retirees and their spouses/dependents. 117 Increase funding for marketing campaigns for various initiatives.
