70 Developmental Center: Establish starting pay guide for certain Frederick County Developmental Center staff, similar to local school systems who compete for the same employees. 71 School Health: Contract services funding to conduct hearing and vision screenings and to free up School Health staff to focus on their regular duties and complete required screenings earlier in the school year. 72 Administration: Provide annual stipend to various State Employed Environmental Health Specialist and related positions to assist with staff retention.

74 One (1) Project Manager III to oversee the Climate and Energy Clean Energy Program. 75 One (1) Project Manager I to lead programs and collaborate with others to implement equity programs. This person would develop the Maryland Energy Administration‐funded Power Saver Retrofits program for ALICE households. 76 One (1) vehicle for field visits, inspections, community events, public meetings, and trainings. (Note: 1‐time vehicle purchase to be funded with existing funds) 77 Incentive funds to assist local businesses to take advantage of energy efficiency programs available from Potomac Edison. Covering the customer co‐pay will allow more businesses to participate in the program. 78 One (1) Staff Software Integrator position to focus on the growing security needs to protect County staff and property. 79 One (1) Fiscal Administration position to manage the financial operations, including researching, reviewing and analyzing budget, personnel, procurement and policy issues, managing all software and hardware maintenance support, subscription agreements and assisting with grant financial requirements. 80 One (1) Software Integrator position to focus on managing a growing mobile device fleet. 81 One (1) GIS Specialist position to handle the increased workload associated with support and implementation of three new major Frederick County Public Safety IT systems.
