Capital Project Description: The meters that are contained within these building all contains a meter room (where a main line comes into the building, manifolds into county owned individual meters for each condo/ apartment). The plumbing inside the meter room is currently mostly owned by the community ’ s HOA except from the meter holding device called a “ quarter horn ” which is part of the county ’ s property. We have discovered that most (if not all) of the internal plumbing lack any type of check or backflow prevention, allowing water to run the meter in a reverse water flow when a particular unit is vacant or doesn ’ t draw daily water usage. Briercrest Apartments, Spring Ridge Condos, Waterside Apartments, Stuart Mechanics Apartments,& Mountain Village Apartments.
