FY2025 Adopted Budget Capital Improvement Program

Frederick Community College The Frederick County Comprehensive Plan does not directly address Frederick Community College (FCC) facility needs. The College has a Master Plan which projects campus needs over a long term period. The FY 2025 – FY 2030 capital improvements program needs are based on the College’s ten-year Facilities Master Plan which was completed in June 2023.

x Health Education and Athletics Center (Bldg D Renovation/Addition) – Renovation of the existing building along with an addition will accommodate new academic needs in a workforce growth sector for Frederick County and improve existing athletic functions. Funding for construction is scheduled in FY29-FY30 and the out years.

x Campus Services Building – Replacement of the existing Plant Operations building with a new building relocated on the campus. The new Campus Services Building will include all functions currently housed in that building and others distributed throughout the campus. Funding for construction is scheduled in FY26 and FY27.

x Innovation and Technology Center – Provides space for the creative development of ideas spawned in other FCC courses and by institutional and business partners in the County. Funding is scheduled in FY30 and the out years.

x Technology Upgrade – Funding in every fiscal year FY25-FY30 for upgrades to PeopleSoft Student, HR and Finance software systems.

x Classroom Technology Upgrades – Provides funding to upgrade classroom technology in buildings not being totally renovated. Funding is in every fiscal year FY25-FY30.

x FCC Systemics – Renovations to maintain buildings and grounds. Funding is in every fiscal year FY25-FY30.
