Solid Waste

The Solid Waste CIP projects are funded from a self-supporting enterprise fund. In addition, the Division of Solid Waste & Recycling is able to issue Enterprise Bonds for large projects. Both revenue sources are the result of user fees and tipping fees paid by the public. Frederick County has only one publicly owned and operated solid waste disposal facility, which is located on Reich’s Ford Road.

x Maintenance Systemic – Solid Waste – This project anticipates maintenance and systemic needs required for aging County Landfill systems, such as roof, pavement, generator, scale, stormwater pump and crane repairs/replacements x Leachate Treatment/Office Facilities Rehabilitation – This project will rehabilitate and repurpose the unused Leachate WWTP located on the Landfill site

x Transfer Station Project – This project will make safety improvements to the Solid Waste Transfer Station

x Transfer Station Floor Repair – This project will resurface half of the transfer station floor. The other half was previously resurfaced in FY22.

x Paradigm Program Replacement – This project will replace the current (Paradigm) program utilized at the Division of Solid Waste & Recycling for automated vehicle weighing and the ticketing and invoicing system.

x Flare Regulation Compliance – This project will provide monitoring of the current landfill gas flare in order to develop a plan required by new Maryland Department of the Environment regulations addressing the control of landfill gas methane emissions from landfills in Maryland. A complete replacement of the flare may be required in order to adhere to the new regulations.
